Video Editing/Triming not enable in Kaltura 16.5.0 CE Edition

Dear All,
Kindly tell me how can I activate the Video Editor option in Kaltura CE 16.5.0 Edition in HTML Browser. As Flash base (Legacy mode) will not be supported by most of the browsers from 1st Janurary 2020.
