If you’re asking whether the web I/Fs CE includes [KMC, Admin Console] offer Chinese locales then the answer is no.
Of course, you can always add your own locale. Admin Console is based on ZendFramework so you can add it the same way you would for any other ZF application. KMC is currently Flash based, though we’re working on an HTML5/JS version.
